The Massachusetts Technology Collaborative, on behalf of the Massachusetts eHealth Institute, is issuing this Request for Proposals for eHealth eQuality Planning (RFP No. 2014-MEHI-04) to solicit responses from qualified contractors who can assist MassTech in developing best practices documentation for deployment and optimal use of Electronic Health Record systems throughout the healthcare delivery sector, with a particular focus on best practices and deployment support for the behavioral health and long-term post-acute care sectors.

One of MeHI’s public-interest policy objectives is to promote the deployment of EHR systems in all health care provider settings in the Commonwealth, to facilitate their secure networking through a state-wide health information exchange. MeHI’s eHealth eQuality Program focusses on organizations that lag behind other healthcare sectors in the adoption of EHRs.
To that end, MeHI is issuing this (RFP) for assistance in developing a Model approach for deployment of EHR systems throughout the healthcare delivery sector with a particular focus on support for the behavioral health (BH) and long-term post-acute care (LTPAC) sectors.
The selected respondent will 1) research and deliver a comprehensive assessment of existing EHR adoption planning and procurement models/approaches; 2) provide a recommendation for selecting those that have proven effective and could be adapted for use by the targeted sectors in Massachusetts, and; 3) in collaboration with MeHI. develop a Strategic Planning and Procurement Model approach to EHR adoption planning and procurement in the Commonwealth.
Once the Model is established, the consultant, in collaboration with MeHI, will develop the necessary collateral for the model, e.g., templates, checklists, presentations, etc.
