Meaningful Use Support

Attesting to Meaningful Use (MU) and meeting the Medicaid EHR Incentive Program requirements can be challenging. Implementation requires assessments, analysis, workflow redesign, data capture, dashboarding, reporting, and audit preparation. MeHI's MU Toolkits and presentations provide comprehensive overviews of the requirements. MeHI also provides access to tools to address complex MU requirements, such as privacy and security and patient engagement.

Our Technical Assistance (TA) staff provides free education and guidance to help you achieve MU and earn incentives to support the effort. TA is now part of the Medicaid EHR Incentive Program. Our TA Specialists can clarify the requirements, provide practical interpretations of MU measures, explain what data to capture and report, and provide general guidance on attesting.

Recommended Attestation Process

To attest to Meaningful Use, we recommend following the 15 step process outlined on this page. Executing the steps will help you meet the MU regulations and attest to earn EHR incentives. The steps reference our available support tools.

Measure Selection

The measures are divided into two categories: Meaningful Use and Clinical Quality Measures. The Meaningful Use measures verify how you use your EHR. The Clinical Quality Measures (CQMs) are designed to measure the delivery of quality care. The CQMs provide flexibility, allowing you to select measures that fit your scope of practice.

Non-Reporting Penalties

Since 2014, providers who fail to timely attest to Meaningful Use will incur a 1% to 2% penalty on their Medicare reimbursements. This penalty will increase by 1% every year until it reaches 3% in 2017. If by 2018 less than 75% of eligible professionals are meaningful users, the penalty will continue to increase to 5%. Penalties will be applied with a two year delay. For instance, the 2015 penalty will be deducted from your 2017 reimbursements.
