Meaningful Use Rules and Definitions

By 2017, all Massachusetts healthcare providers must comply with the health reform laws that mandate implementation and Meaningful Use (MU) of Electronic Health Record (EHR) systems. Attesting to the stages of MU is challenging. Implementation requires assessments, analysis, workflow redesign, data capture, reporting, and audit preparation.

The Centers for Medicare & Medicaid Services (CMS) defines the Meaningful Use stages, measures, standards and rules. Comprehensive descriptions of the Meaningful Use measures are posted on the CMS website. Although the web pages were intended for Eligible Professionals (EPs) and Eligible Hospitals (EHs) who can participate in the Medicare and Medicaid EHR Incentive Programs, the same rules apply to all healthcare professionals and organizations who are not eligible for the incentives. Links to key pages are included below.

MeHI supports the Massachusetts healthcare community in the Meaningful Use effort. Through our programs, services, funding, and education we assist providers in all care settings, including but not limited to Behavioral Health, Long Term Post Acute Care, Primary Care, Home Care, Dental, Community Health Centers, Hospitals, et cetera. The specialists at our eHealth Services Center provides Meaningful Use Support to EPs, non-EPs, EHs and non-EHs.
