Meaningful Use Public Health Measures

CMS requires Eligible Providers (EPs) and Eligible Hospitals (EHs) to attest to Public Health Measures as part of the Meaningful Use (MU) requirements. The objective of the requirement is to improve public health, and the requirement applies regardless of whether EPs or EHs participate in the Medicare or Medicaid EHR Incentive Programs.

The Public Health Measures require EPs and EHs to electronically submit public health data from a Certified EHR Technology (CEHRT) to public information registries. Data to be reported includes one or more of the following:

  • Immunization;
  • Syndromic Surveillance;
  • Cancer and specialized information;
  • Reportable Electronic Laboratory Results 
    (EH only);

The Massachusetts Department of Public Health (MDPH) actively works with EPs and EHs to assist them in meeting the public health objectives, so they can earn the EHR incentives.

Providers that use the same EHR technology and share a network for which their organization either has operational control or license to use can conduct one test that covers all providers in the organization.
